Nothing much happened for an hour. Then Sadio Mane put Liverpool ahead on 59 minutes and Phil Foden equalised 10 minutes later.
Mohamed Salah's reply beat four City players inside the penalty area and finished from a tight angle.
It won the Premier League's goal of the month for October.
Kevin De Bruyne's deflected shot made it 2-2 with nine minutes to play.
Four goals in 22 minutes, between the sides who finished first and second that season.
5. Manchester City 2-3 Liverpool, 16 April 2022
Liverpool led 3-0 at half time of an FA Cup semi-final at Wembley.
Ibrahima Konate headed in an Andy Robertson corner, Mane robbed Zack Steffen after the goalkeeper dawdled over a John Stones back pass, then volleyed a third from Thiago Alcantara's pass before the interval.
Jack Grealish scored two minutes after the restart and Bernardo Silva added a second in stoppage time.
Liverpool reached their first FA Cup final in 10 years and won it.
4. Liverpool 3-2 Manchester City, 13 April 2014
Raheem Sterling scored inside six minutes and Martin Skrtel headed a second from a corner.
David Silva and a Glen Johnson own goal made it 2-2 just after the hour, before Vincent Kompany sliced a clearance to the edge of his own penalty area and Philippe Coutinho turned and found the bottom corner on 78 minutes.
Steven Gerrard gathered the players into a huddle on the pitch afterwards.
City finished the season two points above Liverpool.
3. Manchester City 2-1 Liverpool, 3 January 2019
Liverpool arrived seven points clear and unbeaten.
Inside the first 20 minutes Mane hit the post, Stones hooked the rebound off his own line, and goal-line technology put the ball 11.7mm short of crossing it.
Sergio Aguero scored before half time, Roberto Firmino equalised on 64 minutes and Leroy Sane won it on 72.
City finished that season a point above Liverpool, who took 97 points and no league title.
2. Liverpool 3-0 Manchester City, 4 April 2018
A Champions League quarter-final settled in 31 minutes.
Salah scored after 12, Alex Oxlade-Chamberlain drove the second in from 25 yards, and Mane headed the third.
City lost the tie 5-1 on aggregate, Liverpool winning the second leg 2-1 at the Etihad six days later after Gabriel Jesus had scored inside two minutes.
Liverpool went on to reach the final in Kyiv.
1. Liverpool 4-3 Manchester City, 14 January 2018
City came to Anfield unbeaten in their first 22 league games of the season.
Oxlade-Chamberlain scored first and Sane levelled before half time. Firmino then put Liverpool 2-1 up on 59 minutes, Mane made it 3-1 two minutes after that, and Salah added a fourth on 68.
Bernardo Silva and Ilkay Gundogan then scored late enough to make the closing minutes awkward for a ground that had started celebrating.
It was one of only two league defeats City took in a season they finished on 100 points.

City won the title by a point in 2018-19 and by a point in 2021-22, with Liverpool second on both occasions.
